The LEDs turn on / off alternately giving a dance appearance. It is a simple Astable multivibrator that uses two NPN transistors.
It operates according to the principle of loading and unloading capacitors C1 and C2. The current from the battery positive flows through the first set of LEDs D1-D3 to the collector T1 through the resistor R1. The R1 resistor limits the current through the LEDs to protect them. The current through R1 charges the capacitor C2. It then discharges through the base of T2 and the resistor R4. This gives base current to T2 and leads. As a result, the second set of LEDs D4-D6 illuminates as current flows through T1.Capacitor C2 charges again and the cycle repeats.
