Vertical transmission of service decisioninvolves a compromise between many of the transfer services, suchas network conditions, system performance, applicationtypes, power requirements, mobile site terms and conditions, user settings, security, and cost; that is, quality ofservice (QoS) parameters. Using these indicators involvesthe optimizing key parameters (attributes), including signal strength, network coverage, DataRate, cost of services, reliability, safety, battery-powered, and network latency. These settings can be of importance ofdifferent for vertical handoffdecision.In this article we will present the design of a fuzzy logicbased scheme of vertical transmission of service initiation involvingsome of key parameters, as well as the solution of choice by using fuzzy decision wirelessnetwork multipleattribute solutions (FMADM) algorithm. Inparticular, optimal access network, select wireless network selection function usinga defined attribute onmultiple. The rest of the article isorganised as follows: In the next section, we providerelated the literature work.
