Vehicle Registration in India :
India is now the center of automobiles having been as the fifth largest automobile market in the world.
In most states and UT - RTO Offices has decentralized the Punching of Records at the auto dealership level. Dealers have access to RTO Login ID and Password - where they can issue a number of running numbers and can drill the owner's online details for RTO records. The customer does not even have to visit the RTO office once to register their vehicle.
Tracking the owner name of the car registration number (OFFLINE MODE - SMS to VAHAN)
Know the name of the owner and the details of the vehicle: You can locate in the name of the owner, vehicle registered in RTO with expiration date of the certificate of physical fitness of the vehicle.
You must send SMS in the following format: - VAHAN {AREA} VEHICLE NUMBER a 77382 99899
For example - if the vehicle license plate number is DL6CA0001 then send sms as: - VAHAN DL6CA001 and sms to 7738299899. In about 5 minutes - you will get a DZ-VAAHAN SMS indicating
»Owner name according to RTO records
»Serial number of the property: 1 as for the first owner, 2 for the second owner, 3 for the third owner
»RTO office in which the vehicle was registered,
»Certificate of fitness Date of expiration of the vehicle according to the date of registration

Step 3 Generate FOP (data form) for owner address
FOP is like a fact sheet about the owner of a vehicle registered in RTO. It has details like - Engine number, chassis number, owner's name, address, mortgage loan - printed on a piece of paper. Banks take this practice to generate FOP - where they do not have RC - but have registration number.
You can also try to seek help from the agent to extract the registration number from the FOP database. It is not an expensive thing - you can make the basis of bargaining power - it is estimated at Rs 200 - 250.
