For the project,
a phase locked loop oscillator can be made in under 100rs,The phase shifting circuit, microcontroller circuit etc will cost under 500rs.
The directional couplers and the antennas will cost you more. You have to enquire on the availability and the cost of the antennas and the directional couplers.
