To achieve its political objectives, violence is a terrorist act aimed at creating panic and panic in society or at any level of its own. In order to create tremendous fear among certain groups in order to forcefully accept their political demands, the threat or violence created by a person or group against established authority or the threat created is terrorism.

Terrorism, in its broadest sense, describes the use of intentionally indiscriminate violence as a means to create terror or fear, in order to achieve a political, religious or ideological goal. In this sense, it is mainly used to refer to violence against civilians or non-combatants. Although the term has been in use since the eighteenth century, its popularity increased when journalists and politicians publicly introduced and began using the term "Islamic terrorists" after the September 11 attacks. Rather than being used to describe a type of activity, the term has often been used politically as a term of abuse or denunciation by both non-state groups and governments. There is no universally agreed definition of the term, and there are many definitions.

It has been argued that large categories of political organizations have been implicated in terrorism to further their goals, including right and left political organizations, nationalist groups, religious groups, revolutionaries, and governing governments. It has been said that the symbolism of terrorism exploits human fear to help them achieve these goals. Terrorist legislation has been adopted in several Western states such as the United Kingdom, Canada and the United States since the September 11 attacks, with respect to "terrorism" as a crime, but there is no universal agreement on whether Terrorism may or may not be considered a war crime.

According to the University of Maryland's Global Terrorism Database, College Park, there have been more than 61,000 incidents of non-state terrorism, which have caused at least 140,000 deaths between 2000 and 2014.
