The Indian railways, which faces a severe cash crisis at the tune of Rs 30,000 crore each year, received a huge financial boost as 100% of foreign direct investment (FDI) is now allowed for infrastructure development and upgrading Safety features. The Railroad Board and Cabinet Panel have identified 17 key areas where this FDI can be used.


Since its inception, Indian Railways has always kept away from receiving any type of FDI, considering the security risks involved. But in August of this year, the cabinet eliminated the provision of FDI on Indian railways, and yesterday, important areas were finally identified and reported to the general public.

It is hoped that these new guidelines can attract up to Rs 90,000 crore of FDI in Indian Railways.
Among other suggestions, the proposal to build Bio-toilets in passenger coaches and mechanized / automated washing system in each station are those that are receiving great attention, since the plans were in the pipeline for centuries, but due to lack Of funds the plans were never implemented.

The year 2014 was a year of many changes. Starting from the new government with an absolute mandate (for the first time in the last three decades), to allow foreign direct investment (FDI) in the railway sector (for the first time in the last 200 years of Indian railroad history).

FDI has always been banned in India's rail sector, which has traditionally been an infrastructure owned and operated by the State. However, the situation changed recently when the Government decided to open the crucial sector, which is India's largest trading facility, for private investment and FDI. The Department of Industrial Policy and Promotion (DIPP), see press release No. 8 of 2014, dated August 27, 2014, has introduced and allowed FDI in certain subsectors of the railways.

Press Release 8 of 2014 modified the Consolidated FDI Policy Circular, 2014

That is in force since April 17, 2014, provisioning FDI in the railway sector.

Indian Railways, India's largest commercial establishment, has always been a government monopoly with minimalist private participation. Despite the fact that the idea of allowing greater private participation and foreign investment in the railway sector has been formulated for many years to give the necessary financial impetus to the sector, which is the need of the day for the railway sector. Sector for private and foreign participation finally saw the light of day.

Although with the many necessary restrictions, FDI was finally allowed in several areas of the rail sector and the revised FDI policy allows FDI to build, operate and maintain only the following elements:

(A) Suburban corridor projects through the PPP model: FDI has been allowed in the construction, operation and maintenance of suburban rail corridors. The revised FDI policy has opened suburban FDI corridors. Suburban corridor projects are intra-urban rail corridors that provide transportation between the suburbs and the city.

B) High-Speed Train Project: FDI has been allowed in the construction, operation and maintenance of high-speed rail corridors. There are currently no high speed rail corridors in India. However, two high-speed rail projects have been proposed, which are at an early stage. The High Speed Railway Corporation of India Limited has also been formed at the

Ministry of Railways, for the development and implementation of high-speed railway projects in India.

C) Infrastructure in industrial park: FDI has been allowed in the construction, operation and maintenance of infrastructures of industrial parks. The revised FDI policy has also reviewed definitions of common facilities and infrastructure in relation to industrial parks to include the rail / access line including electrified railway lines and connectivity to the main railway line. Railways are low-speed roads that connect the main thoroughfares. They are used for the lower speed or less heavy traffic.
