INTRODUCTION

India has become the largest producer of sugar cane/sugar producing 280 tugriks cane sugar MNT 16.5 and 1995-96 respectively, making it the largest sugar producer in the world, representing about 20% of the production of sugar cane. India also produces another 10 traditional sweeteners tugriks (MNT 9 khandsari and GUR 1 MNT). India also has a large consumer base, which makes it very vulnerable to international market for sugar, in the event of excess or deficit situation. At the same time has a good potential and prospects.

Sugar production began in the 1920 's, but it got the status of the industry in the late 20 's/early 30 's, when India was 29 sugar refineries, which produce only 100000 tons of sugar industry, facing competition from imported sugar tariff protection sought. Sugar picked up according to the Act on the protection of the sugar industry, passed in 1932, and the country became self-sufficient in 1935 year in addition to price the cane Act was enforced, to ensure a good price the cane farmer. It was followed by land reforms putting a ceiling on land holdings to protect small farmers, sugarcane farmers cooperatives formation and creation of sugar factories together with farmers, called the cooperative factories on property and share-based. Today this sector produces 60% of the production of the country.

Under a structured policy of industrial development, the sugar industry has been part of five-year plans, introduced in 1951, and is under the direct control of the Government so far. The sugar industry is highly politicized and so is carefully controlled by the Government, which is unparalleled in the industry. The Government. control, covers all aspects of the business, i.e. the licensing/capacity/cane field, procurement/price/price/distribution and Sugar imports and exports.

Sugar scene in India that protectionism. Mills, farmers and consumers are protected one way or another. While protection of the farmer and the consumer has been consistent, it has not been so consistent for the gun.

In General, State policy gave impressive results. production went UP to 16.5 tugriks. Consumption per capita, compared with 5 to 13 kg for 3 years. There is potential that need some policy changes to make it a world class player.

The winds of liberalization of sugar also touched upon. Licensing of liberalization. Import freely permitted. Export deregulation. Many of the lessons. Competition has become intense. Customer is more demanding of the quality and service.

The document gives an overview of the agricultural background of the cane. Sugar production, consumption, policy/regulations. paper ends with addressing important issues, aspects of deregulation, decanalisation, export potential and comparative advantages of Indian sugar.SUGAR PRODUCTION

Indian sugar production came under a structured and planned programme of sugar demand, production demand, capacity and production Reed went through the process of planning and careful monitoring by the designers over the past 4 decades.

In addition, in order to achieve the desired objectives. The Government. has been the installation of the committees, working groups from time to time to change policy in consultation with industry, Government, Ministry of agriculture, etc., such as reeds and price policy, collecting sugar price fixing sale/sugar ratio and so charges The Government was closely monitoring the implementation of the licensing policy.

Sugar cane production, the use of a cane, sugar production was given in annex II. purpose and actual production last year plan as under:

The Government encouraged the creation of new sugar mills, as well as expanding to 5000 TCD allows up to 100% sugar for new plants and 80% for extended units, which will be sold in the open market of a certain number of years. Thus, the increase was a lateral. Today, there are 448 mills with an installed capacity of 12.5 MNT with an average size of 2150 PDA with some 10000 units of TCD and some 5000 TCD.

In India, the sugar cane is also used to produce traditional sweeteners like Gur and khandsari. the country produces a total of about 10 tugriks (9 MNT MNT 1 Gur and Khandsari). This sector has total freedom. There is no control, there is no limit on the price of cane-sector cannot pay commercial rates. Thus, poses a direct threat to the sugar industry and sugar cane production was not followed.

However, over a period of time with the changes in the Government. policy on free ratio sales/training camp with 35: 65 to 60: 40 applications
