To access the internet we need the broadband connection or fast dial up connection. Unfortunately, this has been held back by the high expenses of wiring infrastructure essential to deliver such high-speed internet access especially to private homes, small offices and rural areas, where the installation of any kind of new wires tilts the scales of the economic feasibility to a non-profitable state.

This paper seeks to present ways to eliminate the inherent quantization noise component in digital communications, instead of conventionally making it minimal. It deals with a new concept of signaling called the Signal Code Modulation (SCM) Technique. The primary analog signal is represented by: a sample which is quantized and encoded digitally, and an analog component, which is a function of the quantization component of the digital sample. It uses medium and low voltage power lines to carry broadband data at speeds between 500 Kbps and 3 Mbps. At these data rates BPL is equivalent to and competes with cable and DSL.
