The Kerala Education Act of 1958 was a unique legislation whose impact had repercussions throughout the social life of the then nascent state. The subsidized schools were incorporated into the legal field of the Department. The rules governing the opening of new schools, the appointment of new teachers and their overall qualification to monitor the various activities of schools, the facilities to be made available to students, the responsibilities of Schools etc. The Law and the Rules are thus deeply intertwined with the contemporary history of the State of Kerala. It is acclaimed as a model law even now by other States of the Country. The third edition of the Law and the Rules was published in 1987.
Therefore, the Government has been playing around with the idea of publishing an updated version of it for a long time. Between 1987 and 2010, hundreds of amendments have been made that require codification. The Department of General Education took the occasion and strove to publish this 4th edition by incorporating all the amendments issued until December 31, 2010. I am pleased to acknowledge the services of Sri. T.J. Sathish Chandran (Administrative Assistant Retired), Directorate of Public Instruction), Sri. P.T. Thomas, Undersecretary and Sri. D. John, Section Officer who have done commendable work for codifying and updating the Law and Rules in record time.
