intelligent traffic control system using plc ladder logic

I need a ladder diagram of an intelligent traffic control at a 4 way junction.I am pasting the code.here using potentiometer instead of sensors and when the output is high or density is high that lane gets servicing.else when values are low then sequential operation occurs. a manual switch or emergency switch to let a lane in emergency and after every 2 min all lanes are closed for 30 sec to alloow pedestrians.
