you need to specify the parameters required for your circuit. I suggest that you search the net for the circuits. But your textbook is the best. Take any book on Linear Integrated Circuits from the library(for example Linear integrated circuits by roy choudhury). The theory is simple and you can easily design a voltage to frequency converter yourself.
