Corruption is a form of dishonest or unethical behavior on the part of a person entrusted with a position of authority, often for personal gain. Corruption can include many activities, including bribery and embezzlement, but it can also involve practices that are legal in many countries. Government or "political" corruption occurs when an official or other government employee acts in an official capacity to obtain personal benefits.

Corruption can occur in any sector, be it public or private industry or even NGOs (especially in the public sector). However, only in democratically controlled institutions there is an interest of the public (owner) in developing internal mechanisms to fight active or passive corruption, while in private industry and NGOs there is no public control. Therefore, the benefits of the investors or sponsors of the owners are largely decisive. Although corruption is often considered illegal, there is an evolving concept of legal corruption, developed by Daniel Kaufmann and Pedro Vicente. It could be called processes that are corrupt, but are protected by a legal framework (that is, specifically permitted, or at least not banned by law).

Major corruption is approaching every time large events involving large sums of money, multiple "players" or large amounts of products (think of food and pharmaceutical products) often in disaster situations are at stake. Preferably, corruption flourishes in situations that involve high technology (nobody understands the real quality and value of products), or in situations that are chaotic. Think of the civil war: who is responsible and who is the rebel? Natural disasters such as earthquakes, floods, droughts. The global community reacts quickly, but the local government may be disorganized and disoriented. Who maintains the law and order? Or perhaps the purchase of a technologically advanced aircraft, while only a few can understand the technologies involved in the development and production of such aircraft. For the most part, the sums of money involved are enormous, a relatively small amount of corrupt payment is difficult to attract attention. Or the number of shares is very large, for example, in betting stations to obtain results of the Olympic Games or international soccer tournaments that can be easily manipulated. Geopolitics could play a role, for example, East-West conflict occurred in the second half of the twentieth century, in which the main alliances of countries sought the support of non-aligned countries.
