System Requirement Analysis
What is System Analysis?
Systems analysis is the study of sets of interacting entities, including computer systems analysis. This field is closely related to requirements analysis or operations research. It is also "an explicit formal inquiry carried out to help someone (referred to as the decision maker) identify a better course of action and make a better decision than he might otherwise have made."
2.1 System Overview:
The project “SERVICES PROVIDED TO CITIZENS BY DELHI GOVERNMENT” aims at making all government services accessible to the common man in his locality, throughout common service delivery outlets and ensures efficiency, transparency & reliability of such services at affordable costs to realize the basic needs of the common man.
This website would assist the Delhi government to improve the standard of information and service delivery through the electronic media and demonstrate its commitment to enhance government citizen interaction through application of internet technologies. This website will do marriage registration and ration and voting card registration for citizens. It also generates online electricity and telephone bills. It even allows citizens to post their complaints and suggestions online.
2.2 Identification of Various Actors & Their Roles in the System
An actor in the Unified Modeling Language (UML) "specifies a role played by a user or any other system that interacts with the subject."An Actor models a type of role played by an entity that interacts with the subject.
There would be two main actors in the system:
1. The Administrator: The administrator is responsible for uploading various registration forms in the system, view and resolves the complaints or grievances of the citizens.
2. The User (Citizen): The user is any citizen of the country and especially Delhi. He is supposed to take advantage of the services being provided to him through the website. This website will do marriage registration and ration and voting card registration for citizens. It also generates online electricity and telephone bills. It even allows citizens to post their complaints and suggestions online.
2.3 Block Diagram of System with brief overview of working of System.
Block diagram is a diagram of a system in which the principal parts or functions are represented by blocks connected by lines that show the relationships of the blocks. A block diagram is a specialized, high-level type of flowchart. Its highly structured form presents a quick overview of major process steps and key process participants, as well as the relationships and interfaces involved.
Identification of all elements during the initial stage of a process helps to ensure that the team contains all the people necessary to continue with the task. In many cases detailed drawings and/or hardware are not available and the block diagram serves to visualize the system and identify its interdependencies. It is a simple pictorial representation of a system/sub-systems linked to illustrate the relationships between components/subsystems.
A block diagram of the information system under study with all operational processes has been drawn below:
WORKING OF SYSTEM:
This website provides the following services and each service is performed in a separate module:
1. Login Process
The system maintains the ID and Password of the administrator who is supposed to operate the system. This process carried out by the administrator of the information system when he operates his own account in the system. Under this the administrator uploads forms for registration, adds/Updates details related to telephone and electricity bills, Adds/updates details related to citizen information guide. He also views the grievances or complaints of the Citizens.
2. Registration Process
In the registration process, user is presented with two choices: New, and Add/Update.
All Entities must select "New" the first time they register at this site. Choose "Add/Update"
to make changes to an existing registration entered.
i. Registration for marriages: This module provides online registration of marriages. A marriage which has already been solemnized can be registered either under the Hindu Marriage Act, 1955 or under the Special Marriage Act, 1954. The Hindu Marriage Act is applicable in cases where both husband and wife are Hindus, Buddhists, Jains or Sikhs or where they have converted into any of these religions. Where either of the husband or wife or both are not Hindus, Buddhists, Jains or Sikhs, the marriage is registered under the Special Marriage Act, 1954.
ii. Registration of Ration Card and Voting Card: This module provides online registration of ration card and voting card. Ration card is a very important nationality as well as identity proof. Besides, it also provides the right to purchase goods from rationing shops. One thing that has much importance as to prove identity in India is voter ID card issued to adults by the election commission. Usually voter’s ID card is issued to adults after cross verification on local level.
3. View Registration Details Process: In this process, the user is provided with the View option. He can view the contents of the registration database or download the database details to his local computer.
4. Bill Details View process: Bill Pay Service provides view of bills on the screen and STD/ISD details. It is a free, fast and secure way to view and get electricity and MTNL telephone bills.
i. View electricity bill: This module allows user to view electricity bills.
ii. View telephone bill: This module allows user to view telephone bills.
5. Citizen information guide: A citizen information guide is provided in this module where the citizens can view information regarding travel and tourism, employment and business, senior citizen corner, taxes and finance, law and order , and housing, etc
6. Bill Details Update Process: In this process the administrator will enter and update the details of consumer.
7. Public grievances: The Public Grievances Commission administers a comprehensive mechanism for the effective redressal of grievances received from members of the public. Incoming grievances / complaints are directed against the different departments under the jurisdiction of the Government of the National Capital Territory (NCT) of Delhi, its local bodies, undertakings / other organizations, owned or substantially financed by the Government of Delhi. Delhi Police has also been brought under the Commission. In the exercise of its functions, the PGC has the same measure of functional autonomy and independence as the Union Public Service Commission (UPSC)
2.4 System Processes and Input Output Identification (If required Input/ Output data description to be shown in Tabular Representation about each processes & the data required).
System processes: The system includes the following processes

i. Sub Process 1 – Registration for marriages: This module provides online registration of marriages.
ii. Sub Process 2 - Registration of Ration Card and Voting Card: This module provides online registration of ration card and voting card.
3. Process 3 – View Registration Details Process: In this process, the user is provided with the View option. He can view the contents of the registration database or download the database details to his local computer.
4. Process 4 – Bill Details View process: This module allows user to view their electricity and telephone bills online.
i. Sub Process 1 – View electricity bill: This module allows user to view electricity bills.
ii. Sub Process 2 - View telephone bill: This module allows user to view telephone bills.
5. Process 5 – Bill Details Update Process: In this process the administrator will enter and update the details of consumer.
6. Process 6 – Citizen information guide: A citizen information guide is provided in this module where the citizens can view information regarding travel and tourism, employment and business, senior citizen corner, taxes and finance, law and order , and housing, etc
7. Process 7 – Public grievances: This module allows citizens to lodge their complaint or grievances. The Public Grievances Commission administers a comprehensive mechanism for the effective redressal of grievances received from members of the public. Incoming grievances / complaints are directed against the different departments under the jurisdiction of the Government of the National Capital Territory (NCT) of Delhi, its local bodies, undertakings / other organizations, owned or substantially financed by the Government of Delhi.
