What is DIGITAL VALUATION? How does digital valuation work? All about VTU digital valuation

All 193 colleges of Visvesvaraya Technological University (VTU) by this year-end will have digital valuation, the varsity sought to address fears among students and lecturers about the arrangement at a meeting on Wednesday.

The DVS, under which all answer scripts are bar-coded, scanned at high speed and uploaded on the varsity server, has been introduced in 30 colleges on a pilot basis. Hand in hand with DVS, the varsity is also implementing the question paper delivery system (QPDS), designed to eliminate the leak syndrome bugging the about-to-conclude II PU exam system.

VTU registrar (evaluation) Krishna Murthy affirmed that at no stage will DVS be completely handed over to a third party and every phase will be monitored by VTU officials. “The varsity evaluates around 15 lakh answer scripts every semester and the amount of effort and cost is huge in case of physical valuation. DVS will resolve these problems. Moreover, the revaluation process will be very easy and economical as answer scripts can be mailed to the student’s mail id,” he pointed out.

DIGITAL VALUATION

The discussion also took into consideration apprehensions about the system. “Many are concerned about the possibility of tampering with answer sheets as the stitched portion are cut for scanning. To negate the chances of tampering, we can look at options like either scanning the sheets without chopping off the stitched part or identifying each paper of the script through further use of technology,” said Dr Rajnikant, former academic senate member, VTU.

Other problems like visibility of answer scripts during scanning were also discussed at the meeting. “Although students have been given clear instructions to use black pen, many still opt for blue ink or pencils at times, for sketches. The solution to this problem lies in utilizing only 80% of the scanner’s life and the printing quality will improve,” said Rajnikanth.

The discussion sought to throw light on the mechanism of question paper delivery system (QPDS). “It is highly secure and the most important feature that ensures security is that question sheets are uploaded only 45 minutes before commencement of the examination. Every college and session will have a secret key generated by the server and the printing process at colleges will be monitored by the VTU registrar,” said Krishna Murthy.

How it works?

Each answer script is given a bar code and scanned by high-speed high-resolution machines that can scan up to 800 scripts in eight hours. The scanned copies are then unloaded on to the VTU server. The authorised valuator will log in to the system using the user name and password assigned to him/her. Only 10 answer scripts will be assigned at one time. On day one, a valuator will correct 30 scripts, the next day 40 and from day three onwards, 50 scripts daily. The marks are entered in the system and calculated automatically.

Visvesvaraya Technological University (VTU) has digitised evaluation of answer scripts, beginning with the semester examinations held recently.

With more than 200 affiliate engineering colleges and nearly three lakh students, the varsity will have 25 lakh answer scripts for evaluation for each examination it conducts.

In order to assess the quality of the new system, Shruth and Smith Foundation, in association with PACER Foundation, held a meeting of principals of various engineering colleges, VTU officials and student representatives.

A few concerns expressed about the system involved questions about the safety of scanning of answer scripts for evaluation, which faced the risk of hacking. Also, one of the requirements of the evaluation system is to cut the stitched portion of the answer script to make it scanning-friendly.

Many felt the answer sheets could either get mixed up, or extra sheets would be placed in an answer script to help a student.

However, those involved in the digitisation of answer scripts have given the new system a thumbs-up. Puttaraju, principal, SJBIT College, said digitised evaluation had helped in the early release of examination results, besides allowing students ample time for the next examination, in case they planned to enrol for repetition of a paper.

The system has reduced manpower for evaluation, thereby reducing the cost. Closed circuit television cameras monitor the entire process to ensure fair evaluation of papers, said Sridhar, principal of KES College.

Regarding doubts expressed about transparency in evaluation, lecturers and principals said the new system was more transparent than manual evaluation.

The question paper distribution system has also been upgraded to plug leakage, said Krishnamurthy, registrar (evaluation), VTU. Question papers will be accessible to the colleges concerned only if they have access to the software, for which the college has to provide the static IP address registered with the university.

Whenever colleges access the soft copy of a question paper for printing, the central system will monitor the duration for which a college has logged in. Question papers have to be printed within 30-45 minutes of logging in. The paper will automatically disappear from the system once the printing process is completed, he explained.

Authenticity questioned

Student activists have questioned the authenticity of the process. Digital evaluation has no accountability as examiners do not sign their names on the answer scripts, they say.

They have also questioned the claim that results can be announced faster with the new system. In December last year, one of the scanning centres took 30 days to scan 1, 20,000 answer scripts and more than 20,000 results were withheld, they pointed out.

Till date, 3,000 results are pending, the activists alleged. Contrary to the university’s claim, the digital evaluation process is expensive, as it not only involves cost for technology, but also travel allowances for evaluators.
