ABSTRACT
India is one of the developing country.70% of the people are living below poverty line(BPL).For the sake of the BPL people government have been implementing various developmental schemes .Most of the schemes are being implemented through Public Distribution System.
In order to manage all the departmental activities it would be a good idea to computerize a gross root level functionalities of Public Distribution System (PDS).In almost all villages we use to find fair price shops (FPS).The PDS is being implemented through FPS only. Usually FPshops will be linked to civil supplies go downs, sometimes one FPS is covering number of villages and some line. One village can have more than one FPS. FPS usually maintains records about opening and closing balance of the stock of various commodities. FPS dealers usually lift the monthly allotment from civil supplies goes down after getting the permission from MRO. After lifting the stock they use to sell the stock to ration card holders as per the existing norms.
After completion of stipulated month FPshop dealers use to submit the stock report to MRO. Based on these reports MRO uses to send reports to divisional level officer will seed the requirements to District Authorities. So, it is a very cumbersome process to monitor all the tasks of each and every level. So it has been decided to computerize the software module which would be very helpful to the district authorities as well as FP shop dealers.
It is huge software module, which is helping the district supplies in monitoring the issue of the permits to FPS dealers. This module provide the information about the stock position at departmental go down, stock lifting details of various FPS dealers, stock position at FPshops, and ration issue position at FPshops. Requirement of essential commodities from FP shops, status of various ration cards that are being issued by the Govt. authorities from time.
INTRODUCION:
The Public Distribution System is a major instrument for ensuring availability of food grains to the public at affordable prices as well as for enhancing food security for the poor. The Central schemes such as “Annapurna” (for old age pensioners) and Anthyodaya Anna Yojana (AAY) (for poorest of the poor) are also under implementation in the state from May 2000 and February 2001 respectively.
Essential commodities like Rice, Wheat, Sugar, Iodized Salt and Kerosene are being distributed to the targeted cardholders as per the eligibility and rates fixed by the Government through the Fair Price Shops. In crisis essential commodities like pulses, onions, edible oils and vegetables (tomato and potato) are also being supplied through the fair price shops under Market Intervention. Ration card types are BPL, APL, AAY, and Annapurna etc. FpShops gives the ration to the card holders according to his/her card type.
BPL, APL and AAY cards are issued which family annual income is less than 24,000. If the income is greater than 24,000 then issue the Annapurna card. Through BPL card ration card ration holder can get more rice than others. So, Fps dealer must maintain the records for which person has which card type and how much of rice, sugar, oil get from the go down.
The objectives of PDS:
To ensure regular supply of essential commodities of main consumption like; rice, sugar, kerosene, wheat etc. at reasonable prices through FP Shops.
To ensure social justice by providing food security for the poorest of the poor in rural and urban areas by making available food grains at cheapest rates.
To provide food security to more senior citizens, who, though eligible have remained uncovered under National Old Age Pension Scheme.
To asses the efficiency in procurement and handling the food grains towards storage, transportation and delivery.
Manual system:
In the manual system work burden on Fps dealer, higher authorities and go down staff are more. They must maintain records for specific tasks. And there is a chance to occur fraud, such as Fps dealer gets ration behalf of the card holder and sell the commodities as black market.
Every month Fps dealer must submit the details of the commodities that are distributed to the card holders, to MRO then only he get the next month ration commodities from the go down. If the ration shop is far to the MRO office or for the sake of any other problems then delay may occur to get the commodities of the next month.
Higher authorities like MRO, collector or other official may want to check the commodity quantities which are in the go down. They refer the appropriate records. This is the time taken process.
Manual system also allows the Fps dealer to modify the records as the commodities are distributed to the card holders. So, there may be a chance to occur fraud. i.e., current system has no security capabilities to prevent fraud.
Proposed system:
Proposed system can resolve all the problems in the current system. This system connects all FPshops, go downs to the server at higher authorities. When the ration shop dealer gives the ration to the card holder he must enters the coupon number and quantity of the commodity in the specified column in the form. Whenever he press the enter data about ration is stored in the server.
That data is not modified by the FPS dealer. Proposed system is in online so, reports are produced to the higher authorities in time. And go down stock details are also available in the system. So, FPS dealer or higher authorities can check whether a particular commodity is in the go down or not.
Proposed system gives the flexibility to know the details of fps commodities and go down commodities to the MRO. Proposed system reduces the manual work. This allows us to reduce the human mistakes in the records entry etc.
