The Polavaram Project is a multipurpose irrigation project to which the union government has granted the status of a national project. This dam across the Godavari River is under construction located in the West Godavari District and the East Godavari District in the state of Andhra Pradesh and its reservoir extends into parts of Chhattisgarh and Odisha states as well.

Purpose

The national river liaison project, under the aegis of the Indian Ministry of Water Resources, was designed to overcome the country's water shortage.  As part of this plan, excess water from the Himalayan rivers should be transferred to the peninsular rivers of India. This exercise, with a combined network of 30 river links and a total length of 14,900 kilometers (9,300 mi), with an estimated cost of US $ 120 billion (in 1999), would be the largest infrastructure project in the world. In the case of this project, it is considered that the basin of the Godavari river is surplus, while the basin of the river Krishna is considered deficit. As of 2008, 644 tonnes of underutilized water from the Godavari River flowed into the Bay of Bengal. But from 2017 more than 3000 tmcft are drained unused in the Bay of Bengal. Based on the estimated water requirements of 2025, the Study recommended transferring a considerable amount of water from the Godavari River Basin to the Krishna River Basin.

In July 1941, the first conceptual proposal of the project came from the old Madras Presidency. Later Diwan Bahadur L. Venkatakrishna Iyer, then chief engineer of the irrigation department of the Presidency, conducted the first survey on the project site and formulated a definitive proposal for a reservoir in Polavaram. Sri Iyer not only contemplated the cultivation of 350,000 acres (140,000 ha) during two growing seasons through this project, but also planned a 40-megawatt hydroelectric plant within the project. It was estimated that the project would cost around ₹ 65 million (US $ 1.0 million). The old final designs Polavaram dam was planned at full reservoir level (FRL) 208 ft MSL (mean sea level) with gross storage capacity of 836 tmcft and hydroelectric plant of 150 MW. In 1946-47, the estimated cost amounted to ₹ 1.29 billion. It was named the "Ramapada Sagar Project" as the backwaters of the dam would touch the Lord Rama temple in Bhadrachalam. In the old design of the project completed by Dr. K.L. Rao, the channel on the right bank of the Polavaram project, extended south of the Krishna River to meet irrigation needs in the old district of Guntur as it contemplated the aqueduct across the Krishna River.

The project currently under construction is reduced to FRL 150 ft (46 m) MSL. The estimated cost of the project in 2004 amounted to 86.21 million euros. In 1980, the then Prime Minister of Andhra Pradesh T. Anjaiah laid the foundation stone of the project. The project is paralyzed until YSR Reddy in 2004, the then PM prime minister took the project to work. YSR obtained the necessary permits for the projects before his death. For the project, the authorization was granted by the Center on 19 September 2005, environmental authorization on 25 October 2005, R & R authorization on 17 April 2007, authorization of the wildlife sanctuary on 19 September 2008 , Committee approval on January 20, 2009. The progress of polavaram hit the road block after the death of YSR. Subsequently, the project Polavaram is declared as a national project through the special reorganisation of AP in 2014.
