The lack of qualified local teachers has limited the expansion of the education system in Papua New Guinea. While enrollment in teacher training programs continues to increase, the number of new teachers produced does not reach the number needed to increase enrollment of students at the primary and secondary levels. The dropout rate of teachers in 1991 was around 9 per cent.


Primary teachers are trained in community teacher colleges. Students enter after the tenth grade and enroll in a three-year training course. In 1991, some 1,419 students enrolled in one of eight community colleges in Papua New Guinea. Church organizations operate seven of the colleges, and the government operates one.

The training of secondary school teachers is carried out at the Goroka Teachers' College and at the Waigani campus of the University of Papua New Guinea. The Goroka Teachers College is the primary source for provincial high school teachers. Students enroll after the tenth or twelfth grade. They complete a three-year general subject-training program with lessons on teaching skills. The College of Teachers also requires all students to study at least one core subject (English, social studies, science or math). However, many students are uncomfortable with the requirement and eventually drop out of the program. Graduates get a diploma in secondary education. The Goroka Teachers' Association also offers several college extension programs and in-service teacher training.

The Waigani education program prepares teachers for provincial high schools through a four-year program. During the first three years the students study the arts and sciences, working towards a specialization in two subjects. Students spend their fourth year learning educational techniques and reviewing the provincial high school curriculum, teaching methods, and teaching practice. The Goroka Teachers College tends to produce teachers with better teaching skills, while the Waigani program produces teachers with a greater knowledge of subjects.

The Waigani campus of the University of Papua New Guinea also prepares teachers for national high schools through a one-year postgraduate program. Prospective teachers specialize in one or two topics in the National High School curriculum and learn about teaching methods. Pre-service teachers at this level also practice their teaching at a national high school.

Prospective secondary school teachers may also pursue a bachelor's degree in education to meet their training requirements. At the University of Papua New Guinea, a baccalaureate education takes four years to complete. Program graduates also give lectures at teacher colleges and can serve as school administrators at the national and provincial levels.

The University of Papua New Guinea also offers a bachelor's degree in on-service education and a two-year bachelor's degree program for experienced teachers who wish to improve their skills and knowledge of the subject. Students can also study postgraduate, master's and doctoral degrees in education at the university.

Technical and vocational education teachers need a combination of education and experience in their field. Teachers in Pre-Employment courses must complete tenth grade and have five years of industry or business experience before enrolling in a one-year teacher training program. Teachers from technical colleges train at Goroka Teachers' College. Teachers of courses for the Certificate of Higher Technical Education have university degrees or a Certificate of Higher Technical Education and three years of experience in the field. Teachers in secondary vocational training centers are usually traders with four years of professional experience. They must also complete a one-year pre-service course at the Port Moresby Service College. Vocational teachers also come from the secondary teacher training program of Goroka Teachers' College. However, according to the National Department of Education, about half of all professional instructors are not qualified.
