The Kerala Rules Panchayat Raj (Pigs and Dogs Licenses), 1998,

1. Short title and beginning.
These rules may be called the Kerala Rules Panchayat Raj (Pigs and Dogs License), 1998,
They will enter into force immediately.
2. Definitions. - In these rules, unless the context otherwise requires,
(A) "Law" means the Kerala Panchayat Raj Act 1994 (13 of 1994);
B) "Secretary" means the Secretary of a Panchayat village.
3. Control in the breeding of dogs and pigs. -
A Panchayat village may decide by resolution that no person, as of the date as specified, may raise or keep dogs or pigs in the Village Panchayat area without a license from the Panchayat village and not in accordance with the conditions of the license .
The Secretary shall publish a copy of the decision of the Panchayat People under sub-rule (1) at the Panchayat People's Bureau, notice boards of the Panchayats of that area of the Panchayat People and other public places and shall bring the Panchayat decision. Of the public through a pamphlet.
The decision of the Panchayat People will be indicated at the next meeting of the Gramasabhas.
4. License. -
1. If a Panchayat village makes a decision under Rule 3, any person who possesses or has control of any dog or pig shall submit a request to the Secretary before the date specified in the decision, stating details such as age, color And the breed of the animal together, with a fee of ten rupees for the license of the village Panchayat to transfer or hold in possession of each such animal,

(2) If a dog or pig comes into the possession of a person in any way, after the date specified in the Panchayat decision, he shall submit a license application with respect to that dog or pig under sub-rule (1 ) In a month.

(3) The applicant shall submit, together with a request in accordance with sub-rule (1) or sub-rule (2), a certificate obtained from a veterinarian certifying that the dog has been inoculated against rabies

(4) The Secretary, together with the license, shall issue a sealed metal sheet as an indication of this and the owner shall keep it tied in the animal's neck.
(5) The owner will lift the dog or pig for which the permit has been issued in its own premises and will not allow it to leave and provisions will be made on the license.
(6) The license period shall be until the end of the respective financial year and the license shall be renewed for the following year before the expiry of that period, submitting the application together with a rate of 10 rupees.
(7) The Registrar shall keep a record of the details of the issuance and renewal of the license.
5. Penalty for the breeding of dogs and pigs without a license and violation of the conditions of the license.-
(1) Any person raising a dog or a pig without obtaining a license or violating the conditions therein or allowing himself to be diverted shall be punished with conviction with a fine that may be extended up to two hundred and fifty rupees.
(2) If the offense referred to in sub-rule (1) is continued, it will be punished with conviction with a fine that may be extended up to fifty rupees for each day of such continuation.
6. Power to destroy stray dogs and pigs. -
It will be the inevitable function of every Panchayat village to seize and destroy lost dogs and pigs
The Panchayat People may employ persons specially trained to seize and destroy dogs and lost pigs and will be paid a salary which the Government may fix from time to time.
Any person who obstructs the person authorized by the Panchayat People to destroy stray dogs and pigs shall be punished, with conviction, with a fine that may extend up to five hundred rupees.
