Sarva Shiksha Abhiyan or SSA is a program of the Government of India aimed at the universalization of primary education "in a timely manner", as established in the 86th Amendment to the Constitution of India establishing free and compulsory education for children from 6 to 14 years (it is estimated that there are 205 million children in 2001) a fundamental right. The program was initiated by former Indian Prime Minister Atal Bihari Vajpayee.
As an intervention program, it began in 2010 and SSA has been in operation since 2000-2001. However, its roots date back to 1993-1994, when the District Primary Education Program (DPEP) was launched, with the goal of achieving the goal of universal primary education. DPEP, in several phases, covered 272 districts in 18 states of the country. Spending on the program was shared by the Central Government (85%) and state governments. The core was funded by a number of external agencies, including the World Bank, DFID and UNICEF. [4] By 2001, more than $ 1.5 billion had been committed in the program and 50 million children were covered in its scope. In an impact assessment of DPEP Phase I, the authors concluded that their net impact on minority children was impressive, while there was little evidence of any impact on enrollment of girls. However, they concluded that investing in DPEP was not a waste, as it introduced a new approach to primary school interventions in India.
