Fifth Five Year Plan (1974-79)

*Prepared and developed by D.D. Dhar.
*The plan gave high priority to bring inflation under control and to achieve stability in the economic situation.
*The removal of poverty and achievement of self reliance was the main objective of this plan.
*Command Area Development Programme was launched during this period.
*The electricity supply act was amended in 1975, which enabled the central government to enter into power generation and transmission.
*The Indian National, highway system was introduced. Many roads were widened to accommodate the increasing traffic.
*Tourism was expanded during the period of fifth five year plan.
*The plan was terminated in 1978 by the Janatha Government and started Rolling plan till 1980.
*The target growth rate was 4.4% & the plan achieved 4.8%.


Ganibi Hatao
*Indira Gandhi launched 20 point programmes during this plan.
*The fifth plan is associated with Indira Gandhi’s slogan ‘Garibi Hatao’.


Rolling Plan
*The concept of rolling plan was putforward by ‘Gunnar Myrdal, in his famous book ‘Asian drama'.


Sixth Five Year Plan (1980-85)
*The sixth five year plan marked the beginning of economic liberalisation.
*Family planning was also expanded in order to prevent over population.
*Elimination of unemployment and poverty was the objective of sixth five year plan.
*IRDP, NREP, RLEGP, TRYSEM etc., were started during this plan period.
*A tree for every child programme was launched during this plan period.
*Special Programme for Development of Women and Children in rural areas (DWCRA) launched in 1982 September.
*Price controls were eliminated and ration shops were closed. This led to an increase in food prices and an increase in the cost of living. 
*The sixth five year plan was a great success to the Indian economy. The target growth was 5.2% and the actual growth rate was 5.7%.


Seventh Five Year Plan (1985-90)
*The plan laid stress on the production of food grains and generating employment opportunities.
*In this plan for the first time private sector was given priority in comparison to public sector.
*‘Rapid Industrial Growth through information technology’ was another aim of this plan.

*It also gave importance for making India an independent economy.
*The target rate was 5%.
*Growth rate of 7th plan was 6%.
*There was increase in per capita income a+ the rate of 3.6% per anum.
*Between 1990-1992 there were only annual plans.
*The eighth plan could not take off in 1990 due to the fast changing political situation at the centre and the years 1990-91 and 91-92 were treated as annual plans. The eighth plan was finally launched in 1992 after the initiation of structural adjustment policies.


Eigth Five Year Plan (1992-97)
*One of the major highlights of the Eighth plan was the modernization of industries.
*The basic aim of eighth five year plan was Human Development.
*The plan acted as the work engine of Rao and Manmohan model of economic development.
*New Economic Policy was introduced by Narasimha rao government during 8th five year plan (1991).
*India became a member of World Trade Organisation (W.T.O.) during this plan (1995 Jan.l).
*Pradhan Mantri Rozgar Yogana was started during 8th five year plan (1993).
*It proposed a growth rate of 5.6% per annum and the energy sector was accorded top priority.
*An annual growth rate of 6.8% was achieved.


Ninth five year plan (1997-2002)
*Ninth five year plan started during 50th year of Indian Independence.
*Priority to agriculture and rural development with a view to generate adequate productive employment.
*The plan also gave encouragement for the social issues like women empowerment, conservation of special groups of society etc. Speedy industrialisation, human development, full-scale employment, poverty elimination, self reliance etc. were encouraged.
*Special Action Plans (SAPs) were evolved during the ninth five year plan.
*Sampooma Gramin Rozgar Yojana (SGRY), Prime Minister’s Gram Sadak Yojana (PMGSY) were launched by the aim of development of villages.
*Second Nuclear experiment ‘operation shakti’ was performed during 941 five year plan.
*Kudumbasree was started during 9th five year plan 
*Sarva Shiksha Abhiyan (SSA) was launched in 2001 for the improvement of the quality of primary education.
*The act implemented by Indian parliament to prevent terrorism - POT A (Prevention of Terrorism Act) (2002 March 28)
*Ninth five year plan proposed a growth rate of 6.5%. That was achieved only 5.4%.


Note the point
*The ‘Growth with Social Justice and Equality’ was the main focus of ninth plan.
