UNION COUNCIL OF MINISTERS
*Article 74 says that there shall be a Council of Ministers with the Prime Minister as its head to aid and advise the President.
*The President shall act only on the advice of the Council of Ministers.
*Members of the Union Council of Ministers are appointed by the President, but only on the advice of the Prime Minister.
*The council of Ministers is collectively responsible to the Lok Sabha The Ministers are individually responsible to the President
*The Ministers hold their office during the pleasure of the President.
*The Union Council of Ministers consists of three categories of ministers
Ans : Ministers of Cabinet Rank, Ministers of States and Deputy Ministers.
*A minister can be, a member of either house of the Parliament, but he can vote only in the House to which he belongs.
*A person not belonging to any House of the Parliament can also be appointed as a minister but for a maximum period of six months, within which he has to get elected to either House of the Parliament.
*By the 91st Constitutional Amendment Act of 2003, it was fixed that, the number of members in the Council of Ministers shall not exceed 15% of the total members of the Lower House.
