MINI CONSTITUTION
*Forty second constitutional Amendment Act of 1976 is known as Mini-Constitution.
*It made drastic changes in the Constitution.
*42nd Amendment Act was passed during the Indira Gandhi Government.
*It was enacted following the recommendations of Swaran Singh Committee.
Changes made by the 42— Amendment
*Three new words - SOCIALIST,SECULAR and INTEGRITY were added in the preamble to the Indian Constitution.
*Added a list of 10 Fundamental Duties adding a new part IV -A
*Made the president bound by the advice of the Cabinet.
* Added part XIV -A dealing with Administrative Tribunals
*It tried to give primacy to Directive Principles over Fundamental Rights.
*Raised the tenure of Lok Sabha and state Legislative Assemblies from 5 years to 6 years. (It was restored to the original term of 5 years by the 44th Amendment Act).
*Shifted five subjects from the State List to the Concurrent List.
*Transferred five subjects to the Concurrent List from State List.
They are
1.Education
2.Forests
3 . Weights and Measures
4.Protection of wild animals and birds
5.Administration of justice: constitution and organisation of all courts except the Supreme court and the high courts.
