However the constitution empowers the parliament to make laws on any subject enumerated in the State List under the following five extra ordinary circumstances.
1. If the Rajya Sabha passes a resolution that it is necessary in the national interest that the parliament should make laws on a subject in the State List.
2.During a National Emergency
3.During President’s Rule
4.To implement international agreements
5.When the legislatures of two or more states make a request to the Parliament.
Eighth Schedule
*Languages recognized by the Constitution Originally, it had 14 languages but presently there are 22 languages.
*Sindhi was added by the 21st Amendment Act of 1967;
*Konkani, Manipuri and Nepali were added by the 71st Amendment Act of 1992; and *Bodo, Dogri, Maithili and Santhali were added by the 92nd Amendment Act of 2003.
