KILA
*Kerala Institute of Local Administration (KILA) was established in 1990.
*Motto of KILA is - Training, Research and Extension
*Headquarters of KILA - Mulangunnathu Kavu (Thrissur)
*KILA is constituted under the ministry of Local Self Government, Kerala.
*KILA is the nodal institution for training research and consultancy for the Local - Self Government Institutions.
*KILA was registered as an autonomous institution under the Travancore - Cochin literary Scientific and charitable societies Act 1955
*KILA is an international Training Centre on local governance and declared as the SAARC Centre of excellence in local governance
*KILA collaborates with the Srilanka Institute of Local Governance and All India Institute of Local Self Government. Mumbai to conduct International courses in decentralised governance and poverty alleviation.
ADMINISTRATIVE TRIBUNALS
*The original constitution did not contain provisions with respect to tribunals.
*The 42nd Constitutional Amendment Act 1975 added a new part XIV-A and Article 323 A to the Constitution.
*Article 323A empowers the Parliament to provide for the establishment of administrative tribunals for the adjudication of disputes relating to recruitment and conditions of service of persons appointed to public service of the centre, states, local bodies, public corporations and other public authorities.
*In pursuance of Article 323A, Parliament passed the Administrative Tribunals Act in 1985 to set up Central Administrative Tribunal (CAT) and State Administrative Tribunals. The Chairman of CAT shall be a sitting or retired judge of a high court.
*The Chairman, Vice Chairman and members of the CAT and SATs are appointed by the President.
*The Chairman and Vice Chairman of CAT hold office for a term of five years or until they attain the age of 65 years.
*The CAT is guided by the principles of natural justice. It is not bound by the Civil Procedure Code of 1908.
*The appeals against the orders of the CAT shall lie before the division bench of the High Court concerned.
