The National Commission of the Police Service (NPSC) is one of the independent commissions established in Chapter Fifteen of the Constitution of 2010. The Commission is established in article 246 of the Constitution. Among other functions, it assumed the human resources management function of the Police Service, which was previously being managed by the Public Service Commission.
The establishment of the National Police Service Commission to specifically monitor the human resources functions of the National Police Service is not only anchored in the Constitution but also as a result of the conclusions and recommendations of several task forces appointed by the Government on the role of the police in providing security and maintaining law and order.
The Alston Report, the Akiwumi Report, the Waki Report and the Ransley Report noted that one of the critical areas that led to a dysfunctional police service was the manner in which the powers and functions of appointment, transfer, promotion and discipline were exercised. Among the recommendations of the Ransley working group was the untying of police from the Public Service Commission and the establishment of the Police Service Commission, which is dedicated to overseeing the Human Resources function of the Police Service.
As stipulated in article 246 (2) (a), the Commission is composed of nine (9) members, including a person qualified to be appointed Judge of the High Court; two retired police officers; three whole people who have served the public with distinction; The Inspector General of the National Police Service and the two Deputy Inspectors General of the National Police Service.
The NPSC entered into operation on October 5, 2012 after the appointment of six Commissioners through the Notice of the Gazette N °. 95 of 3 October 2012. These included the President, Johnston Kavuludi; The Vice President, Esther Chui Colombini; Ronald Leposo Musengi; Mary Auma Owuor; Murshid. A. Mohamed and Dr Maj. (Rtd) Shadrack Muiu. The office of the Vice-President was vacant following the disappearance of Esther Chui Colombini in November 2013 and has not yet been occupied.
