WHAT IS A SIM TOOLKIT:
SIM Toolkit is an ETSI/SMG standard for Value Added Services and e-commerce using GSM phones to do the transactions.
You will be able to check your bank account and pay bills using your SIM Toolkit-enabled phone with an appropriate SIM Toolkit-specific SIM card which will provide much of the intelligence to conclude a transaction over GSM.
CLASSIFICATION:

WORKING OF SAT:
SIM Toolkit programmed into the special GSM SIM card essentially enables the SIM card to drive the GSM handset interface, build up an interactive exchange between a network application and the end user and access or control access to the network. For the first time the SIM card has a proactive role in the handset. This means that the SIM initiates commands independently of the handset and the network.
MOBILE SAT:
SIM Application Toolkit has been agreed and incorporated within the Global System for Mobiles (GSM) standard. SIM Tool Kit is also an important feature of the GEMXplore 98 operating system by GEMPLUS. It make use of the pro-active command fully compliant with ETSI-GSM 11.14 Ph2 + (Release '96) recommendations.
Limitations:
After a SIM has been delivered to the customer it can be difficult to change the STK applications and menus on the SIM. To do so either the SIM must be returned and exchanged for a new one which is costly and inconvenient or in some cases the applications can be updated over the air.
CONCLUSION:
SIM Application Toolkit has been agreed and incorporated within the Global System for Mobiles (GSM) standard. "SIM" denotes the smart card inserted into GSM mobile phones that contains information about the user.
