An employment agency is an organization that matches employers with employees. In all developed countries there is a publicly funded employment agency and a number of private companies that act as employment agencies.
One of the earliest references to a public employment agency was in 1650, when Henry Robinson proposed an "Office of Addresses and Meetings" that would link employers with workers. The British Parliament rejected the proposal, but he himself opened a short-term business.
One way to combat unemployment is to create and use public bodies, this has been done in all developed countries since the beginning of the 20th century.
In the United Kingdom, the first labor exchange was established by social reformer and employment activist Alsager Hay Hill in London in 1871. This was later augmented by officially sanctioned exchanges created by the Labor Labor Act (London) of 1902 , Movement Moved by the Liberal Government through the Labor Exchange Act 1909. The current public provider of job search help is called Jobcentre Plus.
In the United States, a federal employment service program was implemented in the New Deal. The initial legislation was called the Wagner-Peyser Act of 1933 and more recently labor services are passed through window centers established by the Labor Force Investment Act of 1998. In Australia, the first public employment service was created in 1946, Service.
