Abstract

Name

This organization is known as the Data Mining and Big Data Analytics Technical Committee (DMTC) of the Computational Intelligence Society (CIS) of the Institute of Electrical and Electronic Engineers, Inc. (IEEE).
Purpose and Scope

The goals of the DMTC are to: (1) promote the research, development, education and understanding the principles and applications of data mining and big data analytics and (2) to help researchers whose background is primarily in computational intelligence in increasing their contributions to this area.
Officers

The DMTC Chair is appointed by the CIS President with the agreement of the CIS EXCOM for a one-year term. The term of service expires at the end of the calendar year for which the DMTC Chair has been appointed. No more than two consecutive full terms are permitted.
Membership

The DMTC members are appointed by the CIS President with the agreement of the DMTC Chair for a one-year term. The term of service expires at the end of the calendar year for which they have been appointed.
Funding

There is no membership fee for joining the DMTC. Funding for the committee shall be provided by the CIS in the annual budget request. Once approved by the CIS AdCom, funds will be available to support the DMTC activities. The Chair shall be responsible for the appropriate use of the approved funds.
Activities

The DMTC shall engage in various activities in order to advance the goals described above, including but not limited to the following: Identify and promote new areas of research, propose special sessions to the CIS-sponsored conference organizers, publicize success stories on solving real data mining problems, participate in paper review and selection for CIS-sponsored conferences and publications, recommend candidates/papers for awards and collaborate on production of tutorials and book series with the Multimedia Committee. The DMTC will also assist in soliciting proposals for focused workshops or special sessions and actively work with the organizers of CIS-sponsored conferences to ensure their technical excellence.
Meetings

Meetings will be called by the Chair once or twice a year, usually in conjunction with the CIS AdCom meetings, or as requested by the DMTC members. Sufficient advance notice of the meetings will be given to the members, as well as to other interested parties. The Chair shall prepare an agenda before the meeting, and shall prepare minutes for distribution after the meeting.
Working Groups

The purpose of working groups (WG) is to build an active and healthy infrastructure to promote specific well-focused topical areas within DM to ensure continuing growth and vitality of the CIS. The Chair of each WG is recruited by the Chair of DMTC and serves for one-year term. The WG chair position is renewable.

Anyone in the Data Mining and Big Data Analytics community may propose the formation of a WG. The WG proposal must be submitted in writing to the DMTC chair and shall contain the purpose of the WG, the anticipated interest in the topic area, proposed activities, and an initial membership list. WG membership may include individuals who do not hold membership in the CIS. The WG is established if a majority of the DMTC members vote for approval. WGs shall remain in existence until dissolved by a majority vote of the DMTC members.

Each WG shall submit an annual activity report to the DMTC chair. The report must be submitted not less than 30 days prior to the annual DMTC meeting.

The WG chair must be a CIS member.
Task Forces

A task force (TF) is formed to investigate a specific topic of interest and provide recommendations to the TC Chair. TF membership may include individuals who do not hold membership in the CIS. Any DMTC member can recommend formation of a TF. The TC Chair shall appoint the TF Chair and specify the TF's role and duration (which is expected to be a short term). The TF is dissolved upon submitting its report to the TC Chair.

The TF chair must be a CIS member.
Charter Establishment

The charter becomes approved upon receiving an affirmative vote from at least 2/3 of the DMTC members at the 2006 annual meeting. The TC chair submits the approved charter to the VP-TA for CIS validation. The charter becomes official upon receiving the CIS AdCom ratification.
Amendments

This Charter becomes official after at least 2/3 core members present at The Committee Meeting approve it. Subsequent changes and amendments also require 2/3 majority vote.
