disadvantages of speed governors

Hi ,
Please explain disadvantage of speed governer which will be compulsory for tourist vehicle in our country. Currently this is very costly and repairable.

A regulator, or speed limiter, is a device used to measure and regulate the speed of a machine, such as a motor. A classic example is the centrifugal governor, also known as the ball governor or fly ball in an alternative steam engine, which uses the effect of centrifugal force on rotating weights driven by the output shaft of the machine to regulate its Speed by altering the steam inlet flow.


Speed limiters, also described as speed regulators, are devices that interact with a truck engine to enable the achievement of a pre-programmed maximum speed. Speed limiters are electronically controlled (ECM) modules capable of limiting maximum speed.

The Federal Motor Carrier Safety Administration, security groups and large companies have been pushing for a commercial vehicle speed limiter mandate for years because of the proposed safety benefits. In response, FMCSA gave a contract to a company called MainWay Services to conduct research on the safety benefits of speed limiters. In December 2010, the FMCSA published its findings in a "draft final report". However, the report did not support any safety benefits, because "due to data limitations and data quality, the research team could not definitively attribute the effect to the presence of an active speed limiter."

The results were evidently not what the FMCSA anticipated and another "final report" came out in 2012. The two reports are almost identical, with the exception of some omissions and rephrasing of words. All the research and data remained the same, but the interpretation was changed, the data did not support speed limiters, to "The results showed strong positive benefits for SLs." However, Steven L. Johnson, a professor at the University of Arkansas and one of the co-authors of the original final draft, wrote a white paper that demonstrated a number of limitations to the findings of the report. Johnson concluded that the data used in the FMCSA study did not find statistical significance in reducing crashes due to speed limiters.

FMCSA, security groups and large companies often proclaim the so-called safety benefits of speed limiters, but still refuse to look at real-world events even in their own study. The American Trucking Association, which is made up of large companies, says reducing speed-related accidents involving trucks is critical to NHTSA and FMCSA safety missions. However, it is a fact that most large operators, who constitute only 1% of all car carriers, have already invested in speed limiters and the desire to force small carriers to invest as well.

OOIDA opposes a mandate for speed limiters because limiting speed limits will reduce overall road safety because the interaction between large trucks and passenger vehicles would increase. It is important to note that there is no clear evidence to support that the use of speed limiters will improve safety. In fact, there are data indicating that high-speed truck accidents are rare events and the reduction of speed and power can have negative effects on safety.

Studies have shown that a greater variance of vehicle speeds in traffic flow increases the risk of an accident, and speed limiters cause speed variation. Regardless of the average speed on the road, the greater the driver who deviates from the average speed, the greater his likelihood of being involved in an accident. Low speed drivers are more likely to be involved in accidents than high speed drivers. In 80 percent of rear collisions involving a large truck and a car resulting in fatality, the passenger vehicle finished the truck.

In addition, a reduction in speed will cause more congestion. Other vehicles will have to slow down and then accelerate to maneuver around slower traffic; This will increase fuel consumption and increase safety problems.
