A piece of land for land development projects, which holds about 20% of the total cost of the project, consists mainly of repetitive tasks such as loading, hauling, dumping and return, and depends heavily on heavy construction machines. The objective of land planning is to minimize the cost and duration of the project by determining the land allocation, equipment configuration and transport route. Due to the absence of programs or guidelines for land planning, planners rely heavily on their planning experiences. Subjective decisions can cause problems such as repetitive work, difficulties in finding solutions and a considerable amount of time. This paper presents the land planning model using the Simulated Annealing algorithm, which is a stochastic optimization algorithm. Interviews were conducted with planners to investigate the current land planning process and planner heuristics. It is found that the goal of land planning is to minimize the cost of land, balancing soil volume and minimizing haul distance. In order to reflect the general rules of the planners collected, three objective functions (balance fill volume, compactness and constructability) were framed and a case study was carried out to verify the applicability of the proposed model.
