Shock absorbers and their performance during the earthquake. In addition, they have investigated the world's tall buildings and have studied a satisfactory level of damper performance. And the results show that not only shock absorbers have acceptable seismic behavior against lateral forces such as wind and earthquakes. However, it has reduced the limitations of building multi-storey buildings. A tuned dampener, also known as a harmonic damper, is a device mounted on structures to reduce the amplitude of mechanical vibrations. Its application can prevent discomfort, damage or absolute structural failure. They are frequently used in power transmission, automobiles and buildings. The seismic insulation of a structure reduces the transfer to the earthquake movement structure of the earthquake. 

Seismic insulation is typically obtained by a damping system that acts as a base insulation between the structure and the floor. Such damping systems are designed to protect structural integrity and prevent damage and injury to occupants by reducing seismic forces and deformations in the structure, Housner et al. (1997). Several types of basic insulation systems have been proposed and investigated; See p. (Skinner et al., 1993, Chopra 1995). The number of projects with these systems is increasing in different places around the world and basic insulation systems have proven their value through many earthquakes. Friction dampers are often an essential component of these basic insulation systems because they represent a high potential for energy dissipation at low cost and are easy to install and maintain. Several friction devices have been tested experimentally, see (Aiken and Kelly 1990, Constantinou, 1991), and some of them have been implemented in buildings all over the world. Viscoelastic dampers are also often used in base insulation systems, see p. Kelly (1999). The present work refers to the development of a new viscoelastic friction damper of low cost and its application in a damping system for the base insulation of a structure. The shock absorber can be manufactured and installed easily in a short time. The friction version of the shock absorber has been installed in several buildings in Japan. Next, a computational model for the mechanical behavior of the damper is established. This model is combined with another computational model of the damping system and the structure charged by an earthquake. Next, this model is used to determine the essential amounts of structural design depending on the intensity of the earthquake. Several models and applications of new damping systems will also be presented.
