In 1958 Dairy Development department was established in the State of
Maharashtra with the objective to increase the production and procurement of milk
in the rural area of Maharashtra with a view to ameliorate the economic condition of
the rural farmers and to supply wholesome and hygienic milk to the city consumers
at a fair price. To achieve these objectives the co-operative as well as private dairy
units have played a vital role.6
Taking into consideration the demand and supply of milk should be in
no loss and no profit basis. The proper price of milk should be given to milk
producers living in rural areas in the state. It was necessary to organize the Primary
Dairy Co-operative Societies at village level and District Co-operative milk
Federation at district place to manage the milk procurement from rural area, it was
necessary to provide technical guidance and necessary help to cooperative dairy
societies.2
Dairy Development Office has a great role in the district as an
organisation of primary dairy co-operative societies in rural area, to provide
technical guidance, overall supervision, to maintain the quality of milk to implement
the Dairy Development schemes to provide the linkage for government sponsored
schemes and to establish government milk chilling centers for routine handling of
milk.

market and regular cash flow in rural area through purchase of milk from primary
dairy co-operative societies established at village level.4
Government Milk Schemes (GMS) were started in various districts to
increase milk production in rural areas, but there was no sufficient supply of milk.
Due to increasing demand for milk & milk products, government of Maharashtra
started the dairy co-operative societies in village areas. These societies procured
milk & sent it to district milk unions. In the begining district milk unions supplied
milk to GMS & GMS sold milk to the consumers.2
Maharashtra got the funds for dairy development under Operation Flood
programme. The programme was executed in all the districts of Maharashtra. Three
tier structure is implemented for dairy co-operatives in the State. Maharashtra Rajya

Sahakari Dudh Utpadak Sangh Ltd is a apex body with 23 co-operative unions and
29 dairy plants.5
Public sector dairy industry is controlled by the Diary Development
Commissioner at the state level. To facilitate its administration, the state is
organized into six regions, namely, Mumbai, Pune, Nashik, Amaravati, Aurangabad
and Nagpur. The Regional Dairy Development Officer controls the dairy industry of
the districts coming under his region. The district administration of the dairy
development is done by the District Dairy Development Officer.
