Citizen Grievance Forum
ABSTRACT
Citizen Grievance Forum is unique way of bringing the solutions to the Citizen Grievances. The CGF has got two faces of the application, one for the public and other for the officials. If the problems and their solutions want to go hand in hand, these two faces has to be reachable to their respective ends. This makes the application partly distributed within the departments and partly online for the public reachability.
Of the two parts, the limited online forum provides a way to open up the problems or grievance of the public. These grievances will be addressed by the respective department officials under the order of the collector or the respective authority in an offline version of the same application. These two parts will be coordinated by the central distributed database.
This application makes the grievance redrassal system completely transparent and highly effective. The CGF works at district level initially and later will be adapted at state level after the pilot testing.
Detailed Specification
1. Citizen Registration
All the citizens who want to interact with the internal information of the CGF web site has to register them selves. Registration process requires the Citizen identification.
Only the registered citizens can record their grievances online, and get corresponding help from the authorities.
2. Grievance Recording
The registered citizens can express their grievance details online. A structured online form will be provided for entering the grievance details. Citizen has to fill this form to register is grievance. Incomplete / invalid forms are not considered. All these checks will be provided with proper form validation and messaging.
Each successfully recorded grievance will receive a token number. This token number is used for finding out the status of that grievance.
Recorded grievances are automatically categorized, and stored in the database. This information will be retrieved by the department, and handles these issues.
3. Grievance Handling
The retrieved information will be tackled by the collector in the ËœSabha Bhavanâ„¢, the Grievance Handling Hall. Collector discusses the issues with the concerning department and agency authorities. Collector then issues the orders for the valid & genuine grievances.
This whole part is hidden from the citizen view in online.
4. Orders & Implementations
The decisions taken by the government will be updated to the internet. This information will be shared with the departments, agencies and partially with the Citizens.
The responding agencies will implement the orders of collector. Their implementation details will also be published on the internet but for the department / govt. eyes only.
This kind of selective access will be provided by assigning access roles to different users.
5. Q & A Forum
Two different forums are available under this. One for the interaction between departments, agencies and collectorate, and other for the interaction between govt. and the citizens
The first forum, concentrates on how the orders are implemented by the concerned departments and agencies. It also facilitate re-ordering from the collector in times
The second forum, which is between citizens and govt. will replies the queries by the citizens.
