1.1 Abstract
The Project ‘Civilian Card System’ gives us the information about the citizen in any country. A Citizen has unique Id to find out the personal information in each and every Id of the citizen. If any citizen wants to utilize the services or utilities by the Government or Private organizations, that means they maintain each and every citizen with provided schemas and benefits to him .so that its very helpful to improve the utilization of the Government schemas and increased job rate, he has to go to each and every department with different Id for that particular department.
This System consists of the modules like Citizen,Manager,Administrator, Personal Information, Credit Rating, driving license, Voting , Passport etc.In citizen card system the citizen will perform the all transactions basing on id. The Personal Information module contains the personal information like name, id, address etc., of citizen. If administrator wants to view the personal details of the citizen administrator can verify the personal information module..Not only the Personal information but also he/she perform the transactions like passport, voting, driving license Credit rating etc. The passport module provides information about particular citizen. Details like citizen personal information andDate issued, valid upto etc.The Voting module provides the online voting facility. Citizen can choose particular area to the voting. Citizen can vote according to his/her choice.The Credit Rating module gives the information about the character of the citizen. It determines whether the citizens behavior basing on all the things is good or bad.It provides the information of the citizen. But now a days we can apply cards at a time and access them by using civilian card system.when we are in driving if traffic police ask the driving license then after show only license card but not accept any other cards that’s way we can show civilian card instead of license card and accept it
In other words, there will continue to be a passport database with the external affairs ministry, a PAN database with the finance ministry, a terrorist database with the home ministry, a BPL database with the state governments, the election commission's voters database, and so on. Each of these databases will eventually have one more piece of information -- the Civilian Id number.Citizens apply for Citizen cards, while applying they need to submit some details are mandatory.They are Name and Personal Details,Date Of Birth, Blood Group,Voter card No, Ration card no etc. Email and Mobile phone number ,Present, Permanent Address Details, Latest color Photograph Login Information etc. By verifying these information administrator can assign a new citizen card and provide Citizen Code to them.

Citizen can choose particular area to the voting. Citizen can vote according to his/her choice.

This system not only helps us to know the information about the services or utilities but also it gives the information about the character of the citizen in creditrating.
Citizen can apply citizen card request through this system interface.While apply citizen card citizen are necessary to submit their complete information. Different request are send by citizen or guest by selecting the concerned department. Administrator generate new citizen card along with citizen code by using Citizen Card web services. Secure registration and profile management facilities for registered Citizens and Managers .Simple and advanced search for citizen information is provided to all users of this system.
2. Requirement Elicitation/Analysis:
2.1 Existing System:
It’s a limited system and fewer users friendly that’s way existing system is a manual system. Here the Citizens information needs to save his information in the form of excel sheets or Disk Drives. There is no sharing is possible if the data is in the form of paper or Disk drives. The manual system gives us very less security for saving data; some data may be lost due to mismanagement. It’s a limited system and fewer users friendly. Searching of particular information is very critical it takes lot of time. The users cannot able to restrict the file sharing options. The users only know his information only not others. It is very critical to share public information to all users.
2.2 Proposed System:
The development of this new system contains the following activities, which try to automate the entire process keeping in the view of database integration approach. User Friendliness is provided in the application with various controls provided by system Rich User Interface. The system makes the overall project management much easier and flexible. It can be accessed over the Intranet. Various classes have been used for file uploading and down loading. The user information files can be stored in centralized database which can be maintained by the system. This can give the good security for user information because data is not in client machine. Authentication is provided for this application only registered users can access. User can share is data to others, and also he can get data from others. There is no risk of data management at any level while the project development is under process.
