The Central Department of Public Works of India (Hindi: केंद्रीलो लोक निर्णाव भिगाग), commonly known as the CPWD, is a central government authority in charge of public sector works. The Central Department of Public Works, under the Ministry of Urban Development, builds and maintains public buildings. CPWD was born in July 1854 when Lord Dalhousie established a central body for the execution of public works and set up the Provincial Division of Ajmer. It has now become a comprehensive construction management department, which provides services from project concept to completion and maintenance management.
It is headed by the Director-General (DG), who is also the Chief Technical Adviser to the Government of India. The regions and subregions are headed by special DGs and additional DGs, respectively, while the areas of all state capitals (except some) are headed by chief engineers. Now A Days, a new Project Manager (CPM) position has been created to run prestigious CPWD projects. CPMs are equivalent to the rank of chief engineer in CPWD. With presence all over the country, CPWD's strength is its ability to undertake the construction of Complex Projects even in difficult terrain and post-construction maintenance.
It is the major engineering department of the Union Government of India and its specifications and manuals are followed by the local public works departments and engineering wing of other departments.
CPWD consists of three wings in the field of execution:
1) B & R (Buildings and Roads)
2) E & M (electrical and mechanical)
3) Horticlture
There are three tables in CPWD:
1) CAS (Central Architecture Services)
2) CES (Central Engineering Services) (केन्द्रिअभ यंतियंत्रिकी सएंाएं) - for Civil Engineers
3) CEMES (Central Electrical and Mechanical Engineering Services) (for Mechanical and Electrical Engineers) - for Mechanical and Electrical Engineers
These are the Group A Civil Services. (List All Civil Servants of Group A: Civilian Services of India)
Recruitment as an entry level for middle management is done through the examination of architecture services and engineering services survey conducted by the Union Public Service Commission. Only the best candidates in ESE have the opportunity to join the CPWD strictly on the basis of merit. During the test period, selected candidates undergo rigorous 35-week workouts at the CPWD National Academy located in Ghaziabad (U.P). That makes them competent Architects / Engineers with bureaucrats. During the normal progression of the career rises to Architect / Chief Engineer, then to additional General Director and beyond to the Special General Director. There is a post of Director General, CPWD, who also acts as technical advisor to the Government of India.
Work on CPWD is challenging but rewarding. With the presence of Pan India, CPWD has been involved in the construction of strategically important megaprojects throughout the country, including border areas. CPWD is well known for building quality and timely completion of projects after it has large list of successful projects and departments as well as the clients it has served.
