The osmotic energy the salinity gradient power or the blue energy is the energy available from the difference in salt concentration between seawater and river water. Two practical methods for this are reverse electrodialysis (RED) and pressure retarded osmosis (PRO). Both processes depend on osmosis with membranes. The key waste product is brackish water. This by-product is the result of the natural forces that are being exploited: the flow of fresh water to the seas that are composed of salt water.

In 1954, Pattle suggested that there was an untapped source of power when a river mixed with the sea, in terms of the osmotic pressure lost, however, it was not until the mid-70s when a practical method of exploiting it using membranes selectively Permeables of Loeb was delineated.

Professor Sidney Loeb invented the method of energy generation by delayed pressure osmosis in 1973 at the Ben-Gurion University of the Negev, Beersheba, Israel. The idea came to Prof. Loeb, in part, when he observed the Jordan River that emptied into the Dead Sea. He wanted to harvest the energy of the mixture of the two aqueous solutions (the Jordan River is one and the other the Dead Sea) that would be wasted in this natural mixing process. In 1977, Professor Loeb invented a method of energy production using a reverse electrodialysis thermal engine.

The technologies have been confirmed in laboratory conditions. They are being developed for commercial use in the Netherlands (RED) and Norway (PRO). The cost of the membrane has been an obstacle. A new, lower cost membrane, based on electrically modified polyethylene plastic, made it suitable for possible commercial use. Other methods have been proposed and are currently under development. Among them, a method based on double-layer electric capacitor technology and a method based on the difference in vapor pressure.
