The following is a speech by the Secretary of Financial Services and Treasury, Frederick Ma, at the Opening Ceremony of the 39th School Science Joint Exhibition (August 25):

Distinguished guests, young scientists, ladies and gentlemen,

Good Morning. It is a great pleasure to be here today. I am very happy to see so many bright young scientists from Hong Kong and abroad in this Opening Ceremony of the 39th Joint School Science Exhibition.

The Joint School Science Exhibition is an important occasion for students from Hong Kong and elsewhere to share ideas and exchange ideas. This exhibition has inspired thousands of young people in their almost 40 years of history. It offers students a precious opportunity to show their achievements that may motivate them to pursue their pursuit of scientific knowledge. In this regard, I would like to express my deep appreciation for the efforts of the Joint Committee for the Preparation of School Science Exhibitions, which has made this event an overwhelming success.

The theme of this year's exhibition is "Science Unlimited, Health Potentiated," whose goal is to improve students' health awareness in the face of recent issues such as urban pollution.

Science has an important role in improving our lives. Scientists have been looking for ways to improve productivity. Many great inventions like the airplanes, the bulb, the telephone and the internet have changed the way we produce and live. However, rapid economic development has a cost, especially concerns about pollution.

A pollution-free environment is something that every city wants to enjoy. This is also a common goal of the people of Hong Kong. As an international financial center, Hong Kong has several strengths and advantages, including our rule of law, free economy, well-established and advanced financial infrastructure and an effective regulatory regime. Talents and investors are drawn to Hong Kong from around the world. However, to maintain the competitiveness and attractiveness of Hong Kong for investors and talents, we must attach great importance to improving the quality of our living environment.

Some have expressed concerns in the financial services sector about the level of pollution in Hong Kong and noted that the issue could induce fund managers currently based here to move to other international financial centers. While Hong Kong can not afford to ignore such concern, it is comforting to note that Hong Kong's fund management business is on a growing trend. According to the findings of a survey of fund management activities recently published by the Securities and Futures Commission, Hong Kong's combined fund management business in 2005 amounted to HK $ 4,526 million, an increase of 25% over 2004 Compared to 2003, institutions began to participate in the survey, the combined fund management business recorded a two-year growth of 54%, representing an average growth of 27% per year.

One of the key factors for the promising development of the fund management business in Hong Kong is our rich pool of talent. However, if we can retain and attract even more talent to support the future development of our financial services industry depends a lot on the quality of our living environment. We must spare no effort to improve the quality of our environment to make our home a better place to live and work, and a global city that continues to attract talent and investment around the world. I can assure you that the Government is taking positive steps and initiatives to reduce pollution in the city. One example is the launch of the Action Blue Sky campaign, which aims to increase community awareness and participation in the fight against air pollution.

The theme of today's exhibition is timely, leading us to the right approach to today's science: How can science help create a better environment that is now being threatened by pollution?

Ladies and gentlemen, science can change our future; And the future of our society is in the hands of aspiring young people like you. Young people who can innovate, cooperate with others and remain resilient would be able to rise above the challenge and make our land a better place. I wish you the best in your adventure in the world of science. Thank you.
