The telecom department has issued rules for virtual network operators (VNOs) to set up shop in India, offering consumers more choices for voice and data services and allowing telcos additional options to monetise unused airwaves.
“After considering the recommendations of Trai on VNO, the government has decided to grant Unified Licence VNO (UL VNO),” the guidelines issued by the department said Friday. The Telecom Commission had cleared VNO UL late March.

VNOs are retailers of telecom services who buy bulk minutes from operators and sell them under a different brand. A VNO will be an entity providing services such as mobile, landline and internet but only as a retailer for full-fledged operators such as BSNL , MTNL BSE 2.94 % and Bharti Airtel BSE 3.17 %.
The government has said that the likes of US telecom major AT&T and Virgin Mobile have already evinced interest in launching VNO operations in India, though the companies ..

Analysts, though, say that consumer-facing sectors such as banks and ecommerce companies might become retailers of bulk minutes rather than international VNOs.
For obtaining a UL VNO, companies will need to pay a one-time non-refundable entry fee for authorisation of each service they want to provide and for each service area where they wish to operate in, DoT said.

The total amount of entry fee shall be subject to a maximum of Rs 7.5 crore” for those who want to offer all telecom services, the guidelines said. For others, the fee would range from Rs 15 lakh for national-level internet services to Rs 1.25 crore for a long-distance telecom licence.
The permits would be valid for 10 years and can be reviewed after three-four years, depending on the technological changes and experience gathered.
VNOs will pay a licence fee and spectrum usage charges (SUC) in addition to the entry fee. At present, the licence fee is 8% of the annual revenue, including the USO levy. The SUCs will correspond to that of the network service operator and may change from time to time.

Analysts though say top telcos such as Bharti Airtel, Vodafone India and Idea Cellular don’t have excess capacity to take on board VNOs and their brands are very strong. The move, however, could help the likes of state-run BSNL and MTNL, which have sizeable excess or idle capacity on their networks. These telcos could well turn to VNOs with strong branding and marketing skills to boost utilisation levels.
Others such as Telenor India could expand their presence by riding on someone else’s network in areas where they don’t have a footprint. A report by Grand View Research had pegged the global mobile VNO market at $73.2 billion by 2020, helped by increasing mobile subscribers and demand for data services. Key global players include Virgin Mobile, Tracfone, Tesco, Lebara Mobile, Lyca Mobile, TalkMob, Giffgaff and Poste Mobile

Idea Cellular launches 4G in Chhattisgarh, Haryana, Madhya Pradesh and Punjab

Idea Cellular, the country’s third largest telco by subscribers, Thursday expanded its 4G footprint with the launch of services across four more states in India (three telecom circles) – Chhattisgarh, Haryana, Madhya Pradesh and Punjab.

It had earlier launched services across all five states –Andhra Pradesh, Karnataka, Kerala, Tamil Nadu and Telangana–of South India to take on its bigger rivals Bharti Airtel and Vodafone India, which have already launched commercial 4G services.

With this launch, the company now offers services in seven service areas. Idea’s 4G LTE services will be available across 183 towns in these 7 telecom service areas by January 31, 2016, the company said.

The telco has 2.7 million 4G devices, nearly 4% of its subscriber base in these 7 telecom service areas, registered on its network. In comparison, on an all India basis, Idea has nearly 49.5 million customers owning 3G devices and over 6 million customers with 4G devices.

Idea Cellular has also become the first mobile telecom operator to offer latest 4G services in MPCG. Its 4G services will rapidly expand to cover 84 towns by March 2016.

Ambrish Jain, Deputy Managing Director, Idea Cellular said that the company will extend 4G services to 3 more key markets namely, Maharashtra & Goa, North East and Orissa by March 2016. By June 2016, Idea’s 4G footprint will cover 750 cities across 10 telecom circles.

Idea Cellular currently holds 1800 MHz 4G spectrum in these 10 Telecom circles which cover 50% of telecom market but over 60% of Idea’s gross revenue.

Additionally, Idea has recently signed an agreement with Videocon Telecommunications for acquiring ‘Right to Use’ 1800 MHz spectrum under ‘Spectrum Trading Agreement’ in two of its key telecom leadership markets of Gujarat and Uttar Pradesh (West). Post completion of this transaction, 4G services will be extended to 12 service areas, covering 75% of Idea’s revenue base in the country.

“Idea customers with 4G devices in these 183 towns can now start experiencing superfast speeds by simply upgrading their existing SIM cards to new 4G SIM cards,” Sashi Shankar, Chief Marketing Officer, Idea Cellular, said.

Idea is deploying ‘Single RAN’ equipment which supports multiple technologies in a given frequency band. It selected Huawei for the deployment of the 4G equipment in Punjab, Tamil Nadu, and Orissa circles, ET earlier reported.

Govt backs Trai in tussle on call drops

The government has backed the telecom regulator in the tussle to gettelcos to compensate customers for call drops, saying that the Telecom Regulatory Authority of India (Trai) has legal powers to ask carriers to pay up. A top government official even trashed telcos claims of taking a potential hit of up toRs 54,000 crore on annual revenue from compensation payments on dropped calls, terming it “nonsense”.

“Trai has got the right to levy penalty,” the official said, underlining the powers of the regulator to legally penalise mobile phoneoperators for poor quality of service. “Incentive or disincentive is part of their right under the mandate of the Trai Act itself. They monitor their services, lay down the standards,” the official added.Telcos have been asked by Trai to compensate customers Re 1 for each call that gets dropped due to fault at their end from January 1. The compensation was capped at Rs 3 per day per subscriber. The carriers moved court, which did not stay the order but directed Trai not to take coercive action against the operators. The carriers have not started compensating their users, saying they will only do so once the court orders them.

Telecom companies say if 50% of the almost 1 billion subscribers in the country were to game the system, it would hurt the telecom industry by as much asRs 54,000 crore a year.

The government official termed this claim of the telcos as “nonsense”. Trai Chairman RS Sharma too has previously criticised the estimate and told ET that in no case would the maximum figure exceed Rs 800 crore annually.

Telecom analysts at Credit Suisse estimated that the regulation could shave off close to 3% of revenue and 7-8% of Ebitda on mobile operations at telecom companies annually. Service providers have opposed Trai’s order on the grounds that it went beyond the regulator’s powers and have argued that subscribers may ‘game’ the system to claim compensation. They also say the major reasons for call drops—hurdles in installing telecom towers and scarce spectrum—was not in their hands and they should not be penalized. Meanwhile, the minister of telecom and IT Ravi Shankar Prasad said the government was looking to rationalize penalties and may introduce some flexibility into the system. “The process for rationalization of imposition of penalty is under active consideration,” he said. “It will be done very soon.”

Bharti Airtel acquires 74% stake in Augere to strengthen 4G footprint

Bharti AirtelBSE 0.61 % has bought a 74% stake in Augere Wireless Broadband India, consolidating its 4G footprint ahead of the launch of similar high speed broadband services by Reliance Jio Infocomm.

“Airtel has acquired 74% capital of Augere. With the aforesaid acquisition, Augere has become a subsidiary of Airtel,” the telco said in notice to the BSE on Tuesday. Airtel’s stock ended 1% higher at .`334.45 on the BSE, outpacing the broader markets. The statement came after markets. The statement came after market hours.

AirtelBSE 0.61 % didn’t disclose the financial terms of the acquisition. Previously, sources with knowledge of the deal had put the value of Augere’s airwaves at close to Rs 150 crore. Bharti Airtel said on August 26 that it had signed a definitive pact to acquire 100% equity stake in Augere. A person familiar with the matter said on Tuesday that Airtel will gradually increase its stake to 100%. Augere had won a block of 20 MHz of 4G spectrum in the 2300 MHz band in the Madhya Pradesh-Chhattisgarh circle for Rs 122.46 crore in the 2010 auction. The company, owned by France Telecom and private equity funds such as Harbinger Capital and New Silk Route, planned to roll out 4G services in late 2011, although it decided not to go ahead, citing uncertain regulatory conditions. It had been looking to sell its permit ever since.

Airtel’s latest move will allow it to expand its 4G high-speed broadband footprint ahead of the commercial 4G launch by Mukesh Ambani-owned Jio, expected in March-April. Rivals Vodafone and Idea have also started 4G services in some circles, while Airtel has already launched in over 350 towns and cities.

Sunil Bharti Mittal-controlled Airtel had bought airwaves in the 2300 MHz band in Kolkata, Maharashtra, Punjab and Karnataka in 2010 and later acquired chipmaker Qualcomm’s in Delhi, Mumbai, Kerala and Haryana. It later bought spectrum in the 1800 MHz band through auctions. Through a mix of the two bands, Airtel has 4G spectrum in 15 circles.

In March, Airtel entered into a partnership with China Mobile, the world’s largest telecom operator, to jointly source devices and equipment as well as develop 4G technology and standards. China Mobile uses the TDD LTE (2300 MHz) standard for its 4G services, which is similar to Airtel’s, although globally, use of the 1800 MHz band for 4G is more widespread .

Airtel Acquires Stake in Augere Wireless, Gains 4G Spectrum in Madhya Pradesh

Telecom major Bharti Airtel Tuesday said it has acquired 74 percent stake in Augere Wireless, which holds 4G spectrum in Madhya Pradesh, but did not disclose financial details of the deal.

“With reference to the intimation regarding approval of scheme of amalgamation of Augere Wireless Broadband India Private Limited (Augere) with Bharti Airtel Limited (Airtel or the Company) dated October 27, 2015, Bharti Airtel Ltd has now informed BSE that Airtel has acquired 74 percent capital of Augere,” Airtel said in a regulatory filing.

Augere holds 20 MHz of spectrum in 2300 MHz band in Madhya Pradesh service area, which includes Chhattisgarh state, to be used for 4G services. The company had won this spectrum for Rs. 124.66 crores in 2010 but has not rolled out services.

“With the aforesaid acquisition, Augere has become a subsidiary of Airtel,” the filing said.

On August 26, Airtel said that “it has signed a definitive agreement to acquire 100 percent equity stake in Augere Wireless Broadband India Pvt Ltd”.

According to sources, the deal size is estimated to be around Rs. 150 crores.

Airtel now has 20 MHz in 2300 MHz band across nine service areas. The company has directly won this spectrum in four service area for Rs. 3,314.36 crores. Later, it acquired Qualcomm’s India unit which had spectrum in four circles including metros.

Infotel Broadband, which was acquired by Reliance Industries, was the only bidder to win spectrum on pan-India basis in the 2300 MHz band in that auction.
