Metrology as defined by the International Bureau of Weights and Measures (BIPM), is "the science of measurement, encompassing both experimental and theoretical determinations at any level of uncertainty in any field of science and technology." It establishes a common understanding of the units, crucial for linking human activities. Modern metrology has its roots in the political motivation of the French Revolution to standardize units in France, when a standard of length taken from a natural source was proposed. This led to the creation of the metric system based on decimals in 1795, establishing a set of standards for other types of measurements. Several other countries adopted the metric system between 1795 and 1875; to ensure conformity between countries, the International Bureau of Wells and Measures (BIPM) was established by the Meter Convention. This has become the International System of Units (SI) as a result of a resolution at the 11th General Conference of Poids et Mesures (CGPM) in 1960.


Metrology is divided into three basic and overlapping activities:
• Definition of internationally accepted units of measurement.
• Implementation of these units of measurement in practice.
• Traceability, linking measurements made in practice to reference standards
Metrology has three basic subfields, which use the three basic activities in varying degrees:
• scientific or fundamental metrology
• Applied metrology, technical or industrial.
• legal metrology

In each country, a national measurement system (NMS) exists as a network of laboratories, calibration facilities and accreditation bodies that implement and maintain their metrology infrastructure. The NMS affects the way a country's measurements are made and its recognition by the international community, which has a broad impact on its society (including economy, energy, environment, health, manufacturing, industry and consumer confidence ). The effects of metrology on trade and economics are some of the easiest social impacts to observe. To facilitate fair trade, there must be an agreed measurement system.
