This paper reviews some of the existing studies on one-to-twenty four hour load forecasting algorithms, and presents an expert system based algorithm as an alternative. The logical and syntactical relationships between weather and load, and the prevailing daily load shapes have been examined to develop the rules for this approach. Both the rolling thin film oven test (RTFOT) and the short-term oven aging (STOA) methods are used in the laboratory to represent
the aging of an asphalt binder during plant mixing, transportation and paving. The RTFOT is conducted at 163 C for 85 min, and the
