Corruption is a dishonest or unethical form of conduct on the part of a person entrusted with a position of authority, often for personal gain. Corruption can include many activities including bribery and embezzlement, although it may also involve legal practices in many countries. Government, or 'politics', corruption occurs when an office holder or other government employee acts in an official capacity for personal gain. Stephen D. Morris, professor of politics, writes that [political] corruption is the illegitimate use of public power to benefit a private interest.

Economist Ian Senior [4] defines corruption as an action to (a) secretly provide (b) a good or service to a third party © to influence certain actions that (d) benefit the corrupt, Third , Or both (e) in which the corrupt agent has authority. Daniel Kaufmann [5] extends the concept to include "legal corruption" in which power is abused within the limits of the law - as those with power often have the ability to make laws for their protection .

Corruption in education is a global phenomenon. Corruption in university admissions is traditionally considered as one of the most corrupt areas of the education sector. Recent attempts in some countries, such as Russia and Ukraine, to curb corruption in admissions through the abolition of college entrance exams and the introduction of standardized computerized tests have gradually failed [20]. Coupons for college participants have never materialized. The cost of corruption is that it prevents sustainable economic growth. Endemic corruption in educational institutions leads to the formation of corrupt sustainable hierarchies. While higher education in Russia is different with widespread bribery, corruption in the US And the UK has a significant amount of fraud. Authoritarian regimes, including those of the former Soviet republics, encourage educational corruption and control universities, especially during election campaigns. This is typical of Russia, Ukraine and Central Asian regimes, among others. The general public is well aware of the high level of corruption in colleges and universities, including thanks to the media. Doctoral education is no exception, with dissertations and doctorates available for sale, even for politicians. The Russian Parliament is notorious for "highly educated" parliamentarians. High levels of corruption are the result of universities being unable to break with their Stalinist past, with bureaucratization and with a clear lack of university autonomy. Both quantitative and qualitative methodologies are used to study educational corruption, but the subject remains largely neglected by scholars. In many societies and international organizations, educational corruption remains taboo. In some countries, such as certain countries in Eastern Europe and some Asian countries, corruption often occurs in universities. This can include bribes to avoid bureaucratic procedures and bribe the faculty for a degree. The willingness to engage in corruption as the acceptance of money bribed in exchange for qualifications decreases if individuals perceive such behavior as objectionable, ie a violation of social norms, and if they fear sanctions in terms of the severity and probability of the sanctions.
